It's not for World War 3. It's clear they're preparing for military vs civilians in a scripted civil war scenario.
The event in Tampa was called "The Battle Of The Bay." It took over downtown for many hours. It's of course part of the normalization process of conflict and disorder.
As the food supply collapses by design. As the grid collapses by design. As morale collapses by design. As the world enters war, the economy collapses and a new system of tyrannical technocracy emerges as a so-called "solution," it's clear the government sees free human beings as the enemy.
While many are in a deep slumber, many others are starting to wake up, so in order to misdirect momentum, the people who should not be are plotting to clash people against each other. Culturally, physically and mentally, we are under attack and instead of looking at the real enemies of humanity, too often people will fight each other.

We've seen these drills so many times before major events. It appears we're heading in the same direction as the so-called "Battle Of The Bay" in Tampa Bay, Florida.
